The key duties of the position include
The Role
Are you passionate about shaping a values led, capability driven workforce? We are seeking a dynamic and experienced HR professional to lead the HR Design and Quality function within Corporate Enabling and Support Branch.
As the Assistant Director, HR Design and Quality, you will play a critical role in ensuring the organisation's structure, workforce design, and HR service delivery are strategically aligned to meet current and future business needs. You will provide expert leadership in role design, classification frameworks, strategic recruitment, and workforce capability development, aligning our people skills, and timing to meet organisation needs.

This role will see you:

  • Lead organisation structure and functional alignment to support capability development and efficient service delivery.
  • Provide strategic oversight of recruitment and selection initiatives, including attraction strategies, role design and stakeholder engagement.
  • Manage classification and job evaluation processes, including oversight of specific arrangements (e.g. ADF workforce, Building Defence Capability Payment and Individual Flexibility Arrangements).
  • Champion targeted recruitment and career pathway development, aligned with diversity and inclusion goals.
  • Monitor and enhance the quality of HR service delivery, embedding continuous improvement.
  • Review and contribute to strategic workforce reporting and analytics, ensuring alignment with HR priorities and integrated workforce insights.
  • Contribute to the development, implementation, and review of HR policies that reflect legislative compliance and agency values.

What we're looking for:
  • Strong experience in HR strategy, job design, and classification frameworks.
  • A proactive, solutions focused mindset with strong stakeholder management skills.
  • An understanding of APS workforce frameworks and best practice recruitment.
  • Ability to lead through influence, build internal capability, and drive improvement.
  • High-level written and analytical skills, particularly in workforce data and reporting.


Due to the unique workplace context and sensitive work undertaken, candidates may be required to undergo additional suitability screening or assessments.

Whilst this position has been advertised through Department of Defence, in line with the announcement made by the Australian Government on 14 Mar 23, this position will move to a new Statutory Agency with an effective yet to be confirmed.
