About the Teams
The People Capability Development (PCD) section focuses on creating a culture of continuous learning and professional growth, ensuring that staff are equipped to meet the evolving demands of their roles and the organisation. This is achieved by the development, implementation, regular review and reporting against the People & Culture Strategy and the Organisational Workforce plan. PCD consists of the following four teams:
Capability Coordination
Capability Coordination work in partnership with all Commission divisions and groups to define the people capabilities required for the Commission to deliver its functions and the specific combination of people capabilities required for all Commission profiles. The definition of people capabilities informs the development of learning and knowledge products to collectively uplift the capability of the Commission workforce.
Current and Major Projects (Learning Design)
Major Projects focus on the design and development of learning to support large-scale reforms, while Current Projects delivers learning aligned to operational priorities and strategic initiatives. Both teams partner with divisions across the Commission to ensure learning approaches are tailored, fit-for-purpose, and supported by high-quality knowledge resources. Drawing on strong stakeholder engagement, learning design expertise, and contemporary authoring tools, the team ensures learning solutions are responsive to workforce needs and aligned with strong design principles. Both teams bring deep expertise in learning design, stakeholder engagement, and the use of rapid authoring tools to create impactful, accessible learning experience
Implementation and Evaluation
Implementation and Evaluation (I&E) work in partnership with all Commission divisions to implement and administer learning solutions. I&E is responsible for the delivery of learning solutions including the facilitation of learning programs, workshops and capability building initiatives. The team also manages the Commission's learning management system, ensuring learning are accessible, well-coordinated, and aligned with organisational needs.
The key duties of the position include
Senior People and Culture Advisor - Capability Coordination
- Engage with divisions and groups across the Commission to identify people capability needs aligned to strategic workforce priorities.
- Lead or facilitate workshops and working groups to develop people capabilities and job profiles.
- Draft and coordinate documentation to support governance approvals for new and updated people capabilities.
- Manage the maintenance of the People Capability library and master list of job profiles.
- Coordinate the approval of new and amended people capabilities with applicable Commission governance committees
- Coordinate implementation of people capabilities in relevant systems, including the Commission's learning management and the maintenance of the People Capability database. section
- Lead or contribute to planned evaluation and review cycles for existing people capabilities.
- Draft and maintain guidance materials, policies, and procedures related to the People Capability Framework.
- Support the Capability Coordination Assistant Director in delivering strategic workforce capability initiatives, continuous improvement activities updates to supporting policies and procedures and the implementation of the People Capability Framework
- Research existing people capabilities in other regulators and related industry and assess their applicability to the Commission
Senior People and Culture Advisor - Learning Design for Current & Major Projects
- Provide expert instructional design advice and support to Assistant Directors and the Director, People Capability Development.
- Lead and manage end-to-end learning projects, ensuring high-quality deliverables are achieved on time and within scope.
- Design and develop a range of learning solutions, including eLearning modules, facilitator guides, participant workbooks, job aids, and blended learning programs, underpinned by adult learning principles.
- Create digital learning assets such as infographics, videos, animations, and interactive media, ensuring compliance with Web Content Accessibility Guidelines (WCAG) where applicable.
- Collaborate with internal stakeholders to ensure learning programs are relevant, practical, and responsive to operational and reform priorities.
- Provide coaching and guidance to other team members on instructional design methods and best practices, under direction from the Assistant Directors.
Senior People & Culture Advisor - Learning Facilitator
- Facilitate learning solutions, including workshops, activities and exercises
- Support the Assistant Director, I&E to plan and manage the logistics of the Commission's learning solutions
- Collate, record and report on participant learning progress/attendance
- Create plans for the implementation and evaluation of learning solutions
- Support the response to learning enquiries in an accurate and timely manner
- Employ an established evaluation methodology to assess the effectiveness of learning solutions
- Support the development of learning solutions as required.
